Extensive experience in technical assistance in the field of planning, monitoring and evaluation for entities such as the Bill and Melinda Gates Foundation.
In the context of the “Global Libraries” Program of the Bill and Melinda Gates Foundation, Ana advised the Colombian and Costa Rican National Libraries, for the launch of their projects. During this technical assistance and evaluation, she facilitated a number of workshops on planning, based on the Logical Framework Approach and Outcome Mapping , both in Bogota and Seattle (Headquarters of the Gates Foundation).
My experience as a project manager and as an evaluator of complex interventions always leads me to reflect on the importance of planning. It is essential to have a solid theory of change from the beginning and to know the different levels of change that we want to observe with our actions to obtain the expected results in the beneficiaries of our programs. Most of my evaluations involve an analysis of the theories of change of the evaluated interventions. I have also had the opportunity to support the ILO’s Industrial Relations department and the Better Work program to design their theories of change.
International organizations and private foundations increasingly need to plan their interventions on sound theories of change. Different planning methodologies such as the Logical Framework Approach, Theory of Change or Outcome Mapping can facilitate this process and greatly contribute to the achievement of the expected results and the success of the interventions.
The process of evaluation allows us to illustrate what happens during the period of intervention, learn from this, and allow for transparency within the whole process.
